By default, blogs are No Follow. Links with "nofollow" do not count as backlinks to Google and other search engine, hence you do not get the search engine ranking benefit. For example, if you leave your comment in a Do Follow blog with your backlink, search engine would be able to rank you.
You can make your blog a DoFollow blog too.
Google DoFollow blog, and you will be able to get a list of dofollow blogs and social bookmarking sites. This is one way you can increase your backlinks and increase your page rank.
In your blog code, search for rel="nofollow" and remove it.
